CASE <br /> <br />CONSIDER REQUEST FOR 45-DAY EXTENSION TO <br />RAMSEY TOWN CENTER PARK PLANNING PROCESS <br />By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />On September 17, 2003, the City Council agreed to the terms of the Master Development <br />Agreement for the development of the Ramsey Town Center. Within the terms of this <br />agreement, the City and Developer agreed to work out the terms of the improvements within the <br />Parks that would be eligible for Park and Trail fee credit. Staff made significant progress during <br />the first three months and met in a joint session with the developer, Park Commission, and City <br />Council on December 4, 2003. The concept of "signature parks" were unveiled during the <br />meeting of December 4, however, it was determined that more time was necessary for fm'ther <br />consideration of the park proposal. Council extended the review period for 90 days during its <br />meeting on December 16, 2003. <br /> <br />Staff has now received the fi~ll proposal by the Ramsey Town Center developer and reviewed the <br />proposal in work session with the City Council on March 1, 2004. During the Council work <br />session, staff explained to the Council that more time would be necessary in order to work our <br />further detail in regard to the proposal for the signature parks as well as agreements for the two <br />parks known as Downtown Commons and Civic Square Park (map attached). <br /> <br />Because of the work that is remaining for the park proposal, staff is now requesting a 45-day <br />extension to the timeline that was suggested in the Master Development Agreement. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends approval of an additional 45 days to complete the park plmming process <br />within the Ramsey Town Center project. <br /> <br />Council Action: <br /> <br />Motion to approve the request for an additional 45 days to complete the park planning process <br />within the Ramsey Town Center project. <br /> <br />Reviewed by: <br /> <br />City Administrator <br />Assistant Community Development Director <br />Assistant Public Works Director <br /> <br />CC: 03/09/04 <br /> <br /> <br />
