Goal: Adopt and begin implementation of a plan for ur'ban growth to development opportunity areas in the City"and correspondingly amend city-wide Comprehensive Plan. A C77ON STEPS Conduct study that looks at extending sanitary sewer and water connections to development opportunity areas. Commence the necessary environmental review processes Commence the necessary Comprehensive Plan revisions that includes a public participation process. Develop policies and ordinances that protect and preserves undeveloped areas of the City and facilitate an orderly transition of land to urban densities. If necessary, begin land acquisition and easements necessary for the project. Goal: hnplement a City Hall project.to insure that the delivery of quality public services is notcompromised. ACTION STEPS · Undertake facility and financial analysis of new Ramsey City Hall and make final decisions in regards to the timing of the prqject. Goal: Determine needs for future municipal facilities and sites for schools and acquire/preserve the land necessary to meet these needs. A CT]ON STEPS ° Analyze the needs for new municipal facilities (i.e. fire station, water tower, Public Works Facility) thru annual CIP process ° Continue discussion with Anoka-Hennepin School District regarding future school district needs and preserve land for future educational facilities in light of future growth within the community. Goal: Develop and implement a multi-modal transit plan that specifically includes the Northstar Station. CTION STEPS Advocate for the funding of the Northstar Commuter Rail project and a Ramsey station. Secure funding for Ramsey station construction. Work with Anoka County to expand transit opportunities (i.e. Anoka Traveller) within the City of Ramsey.
