CASE <br /> <br />REPORT FROM PUBLIC WORKS <br />By: Public Works Staff <br /> <br />Backgrouud: <br /> <br />The Public Works Committee met on Tuesday, February 17, 2004 and discussed the following <br />four cases: <br /> <br />Case #1 <br /> <br />Background: <br /> <br />2004 Capital Equipment Update <br /> <br />Street Supervisor Riemer reviewed the capital equipment scheduled for purchase in 2004. <br />Discussion regarding snow storage developed and Street Supervisor Riemer noted the option of <br />purchasing big heaters that quickly melt piled snow. He also explained that some cities actually <br />install heat coils under roadways or sidewalks to melt snow in the winter. <br /> <br />Consensus was to direct staff to put together infonrtation regarding heated streets and sidewalks <br />as well as snow heaters for the Committee to review. <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />Case #2: Consider Assessment Policy Regarding Townhomes <br /> <br />Background: <br /> <br />At the January Public Works Committee meeting a copy of the proposed 2004 Street <br />Maintenance Progrmn was presented. This year's program calls for an overlay project within the <br />Rum River Estates subdivision, IP 04-14. This project was noted to be somewhat unique in that <br />the benefited properties included a mix of uses. Staff was directed to survey other communities <br />and report on the methods they employed in similar situations and make a recommendation for <br />modifying the City's current assessment policy. A brief description of each method was <br />provided to the Committee in a table illustrating the assessment for each single-family unit, <br />townhouse unit and the golf course under these various assessment methods. Staff made the <br />following recommendations: <br /> <br />· Aggregate projects which contain townhouse units such that townhouses make up <br /> all benefited properties, whenever possible. <br />· When mixed land use projects cannot be avoided, the assessment policy should be <br /> amended to allow for the assessment on a number of units equal to the front <br /> footage of the multifamily property divided by average fi'ontage of single-family <br /> frontage within the mixed-use project. <br /> Direct staff to amend the 2004 Street Maintenance Program Feasibility Study to <br /> incorporate the above change to IP 04-14. <br /> <br /> <br />
