If we allow a waiver from the brick requirement, how should we define the
threshold where proposed development exceeds the minimum standards in the
ordinance?

She stated that in light of the previous conversation on color, she would like to add one more,
which is:
4. Clarification on color - as the code reads it would require a color change between
each unit.

Citizen Input

Chairperson Nixt opened the public hearing at 8:54 p.m.

Motion by Chairperson Nixt, seconded by Commissioner Jeffrey to close the public hearing at
8:54 p.m.

Motion carried, Voting Yes: Chairperson Nixt, Commissioners Jeffrey, Brauer, Shepherd, Van
Scoy and Watson. Voting No: None. Absent: Commissioner Johnson.

Commission Input

Chairperson Nixt stated that in reference to Staff question #1, he thinks it should apply only to
the front of the structure. He indicated the exception might be if at a major intersection, they
may want the side facing the street to include brick as well.

Assistant Community Development Director Trudgeon stated he has had several conversations
with builders who continue to tell him whybrick standards do not work. The builders will say it
will only raise the cost of the homes, but does not improve the quality, and they cannot do
affbrdable housing. He mentions it just so the Plann/ng Commission will be prepared.'

Commissioner Van Scoy stated that concerning if the calculation should include windows and
doors, his thought is no.

Chairperson Nixt stated if they are included it would increase the amount of brick that is needed.

Commissioner Jeffrey indicated windows and doors can be pleasing enough to look at. He
recommended leaving them out, and the Commission agreed.

Associate Planner Geisler stated that concerning question #2, the way the Code is written a
developer would need one major change and a color change, or three minor changes.

Commissioner Van Scoy stated that a color change between units may not always be good. He
indicated in some cases it could be too much.

Planning Commission/February 5, 2004

97
