The following items are enclosed for your information:

a) Site location map
b) Aerial view of property showing location of trailers
c) Letter from neighboring resident
d) Draft Board of Adjustments meeting minutes dated February 5, 2004
e) Draft Planning Commission meeting minutes dated February 5, 2004
f) Proposed Findings of Fact Resolution
g) Proposed Interim Use Permit
h) Proposed Resolution to Deny Interim Use Permit

Notification:

In accordance with State Statute, Staff attempted to send notification of the interim use permit
request and public hearing to all owners of property within 350 feet of the Subject Property.

Observations:

The. subject parcel is 1.36 acres in size and is zoned 1K-1 Rural Developing. The area in which
the two trailers are currently located does have some natural screening. This screening consists
of several mature pines as well as the five (5) evergreen trees that the Rockows installed this past
year.

Recommendation:

City Staff is recommending that the Interim Use Permit be approved for a period of five (5)
years. Staff is of.the opinion that no major site improvements, such as fencing or a minimum
parking surface, should be required as this may ultimately encourage a future owner of this
property to utilize this area for outside storage. Also, some of the residents in this neighborhood
had voiced their concern during the February 5, 2004 public hearing that, if a structure were.
installed, it would create a permanent obstruction to their view of the lake. Thus, if further
screening is required, their views may continue to be obstructed after the permit expires.

Commission Action:

Motion to recommend that City Council adopt findings of fact #~ relating to Jeff and
Barbara Rockow's request for an interim use permit to allow for outside storage of commercial
equipment in the front yard of a residential property.

-and-

Motion to recommend that City Council approve Mr. and Mrs. Rockow's request for an Interim
use Permit, based on the findings of fact, to allow for the outside storage of commercial
equipment in the front yard of a residential property for a temporary period of time.

-or-

12
