Voting Yes: Mayor Garnec, Councilmembers Zimmen-nan, Kurak, Cook, Elvig, <br />Pearson, and Strommen. <br /> <br />Councilmember Kurak inquired if a letter will go out to the residents. <br /> <br />Community Development Director Frolik responded in the affirmative and explained the <br />residents are usually given one year for the address change. <br /> <br />Councilmember Kurak inquired when the public hear/ng will be held. <br /> <br />Community Development Director Frolik replied the public hearing will be held on March 23''d. <br /> <br />Case #7: Emergency Management <br /> <br />Councihnember Kurak inquired of the order of command in the case of an emergency. <br /> <br />Police Chief Way replied Fire Chief Kapler is the Emergency Operations Manager. There will <br />be another book that goes with this operation plan which will include names and phone numbers. <br /> <br />Councihnember Zimmennan inquired if this will just be an exercise on paper or if there will be <br />some kind of meeting. <br /> <br />Police Chief Way replied staff knows what is expected of them and they have worked with their <br />ofricers. However, it would not be a bad idea in the future to have the Council involved in a <br />situation that is enacted. In the past they have rolled a bus over, and they have talked ,about a <br />mock train deraihnent. The Council could be involved to find out what their jobs would be. <br /> <br />Motion by Councilmember Elvig, seconded by Councillnember Pearson, to adopt Resolution <br />#04-02-046 adopting the City of Rarnsey Emergency operations Plan. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, Kurak, <br />Strommen and Zimmennan. <br /> <br />Case #8: Development Authority <br /> <br />City Administrator Norman stated that the EDA reviewed the project in the industrial area south <br />of Bunker Lake Boulevard, which includes the Ch/es and Morrell properties. Grants received for <br />the acquisition of the properties stated that the properties must be cleared of existing blight <br />within one year of receipt of the grant. Staff has completed the pre-demolition survey for the <br />Morrell building and is ready to take bids for the demolition and clean up of both the Chies and <br />Morrell parcels. They have made inquiries available to sell one acre parcels and feel it would be <br />imperative to have the parcels available for development this spring.
