26 <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br /> <br />That the Applicants appeared before the Planning Commission for a public hearing pursuant <br />to Section 9.03.06 of the Ramsey City Code on March 1 l, 2004, and that said_public hearing <br />was properly advertised and that the minutes of said public hearing are hereby incorporated <br />by reference. <br /> <br />2. That the Subject Property is zoned R-I, Rural Developing and is located outside the <br /> Metropolitan Urban Service Area (MUSA). <br /> <br />3. That the Subject Property is approximately 1.36 acres in size. <br /> <br />4. That the Subject ProPerty is surrounded by properties also zoned R-1 Rural Developing. <br /> <br />5. That the Applicant is a self-employed contractor and currently brings commercial equipment, <br /> specifically two trailers, home after a job is completed. <br /> <br />That City Code does allow self-employed contractors to bring commercial equipment to their <br />property as long as it is stored indoors or kept in the side or rear yard and properly screened <br />from public roads and adjacent properties. <br /> <br />7. That the Applicants state, in a letter dated January 30, 2004, that the trailers have been stored <br /> in this same location for the past twenty-two (22) years. <br /> <br />8. That the two trailers have dimensions of approximately 6 x 12 feet and 7 x 16 feet. <br /> <br />9. That the two trailers are currently stored adjacent to some mature evergeen trees. <br /> <br />10. That the Applicants have installed five (5) evergreen trees, adjacent to the trailers, in an <br /> attempt to provide additional screening. <br /> <br />11. <br /> <br />That the Applicants originally had applied for both a Variance and a Conditional Use Permit <br />to allow for the construction of a detached garage that would provide indoor storage of these <br />trailers. <br /> <br />12. <br /> <br />That at the February 5, 2004 Board of Adjustments meeting, several residents in the <br />Applicants' neighborhood stated that they would not be in favor of a building being <br />constructed. <br /> <br />13. That following the discussion at the February.5, 2004 Board of Adjustments meeting, the <br /> Applicants have withdrawn their request for a Variance and a Conditional Use Permit. <br /> <br />14. That the Applicants are requesting the Interim Use Permit for a period of five (5) years. <br /> <br />RESOLUTION #04-03- <br /> Page 2 of 3 <br /> <br /> <br />
