The <br />preliminary plat consists of a Cover Sheet, Existing Conditions, Preliminary Plat (2 sheets), Preliminary Site & <br />Utility Plan, Preliminary Grading (2 sheets), and Preliminary Landscape Plan all prepared by Pioneer <br />Engineering dated February 24, 2004. We offer the following comments: <br /> <br />General: The preliminary plat is proposing to develop property located south of U.S. Highway #10 and <br />north, east and west of Riverdale Drive. The submitted plan shows a total of 195 town house and <br />condominium units. <br /> <br />IVlU-PUD Zoning: Ttxe subject property is 32.45 acres in size and is zoned Mixed Use - Planned Unit <br />Development (MU-PUD). The MU-PUD ordinance states that 70 percent of the land area shall be developed <br />with residential uses, which can include R-I, R-2, and R-3 densities and standards. Offices, banks, enclosed <br />retail, personal and professional services, restaurants and caf6s, are also permitted uses. The plan is showing <br />approximately 20.91 acres of high density residential and 11.54 acres of future mixed-use tenants. It is <br />staff's understanding that the remaining 11.54 acres will be utilized for future commercial and retail users. <br />The proposed townhouse development is intended to satisfy the residential requirement established in the <br />MU-PUD ordinance. The preliminary plat is proposing to develop a total of 61% of the property with <br />residential uses. Although the 70% residential uses is not being accomplished in this development, it is <br />staffs opinion that the proposed mix of housing and comrnercial tenants meets the original intent of the <br />Mixed Use Planned Unit Development District. Staff will be requesting an amendment to the MU-PUD <br />Ordinance at the Planning Commission meeting to revise the language related to a minimum residential use <br />requirement. Staff is requesting concept plans pertaining to how the commercial node can be developed: it is <br />important to verify that the residential and commercial pieces work together. <br /> <br />Density: The MU-PUD district allows R-l, R-2, and R-3 densities, uses, and per£on,nance standards. The <br />subject project area is 20.91 acres in size and the plat is proposing to develop 195 units. This equates to a net <br />cteasitv 'of 9.31 unit~; per acre. The R~3 district permits densities .between 7 - 15 units per acre; t_hereibre the <br />development will be critiqued based on the R-3 standards.
