Grading and Drainage: A grading plan has been submitted the following items still need to be added to <br /> the grading and drainage plans during the review process. <br /> <br />· Soil boring locations with a report outlining soil types and depth to groundwater <br /> <br />A drainage area map showing the acreage of each drainage sub area has been submitted. <br />Calculations in TR55/TR20 SWMM/FORMAT must be submitted showing the pre-development <br />and post development runoff rates in CFS for the 10 year and 100 year storm events. A permit <br />must be obtained from the Lower Rum River Water Management Organization. The existing <br />pond is covered by a drainage and utility'easement, The preliminary plat is proposing to vacate <br />the easement. Prior to the easement being vacated documentation needs to be submitted stating <br />that the pond reconfiguration can handle both pre-existing and furore development ponding. <br /> <br />The plan must show size and type of each storm sewer pipe. The plans show the locations of the <br />storm sewer pipes. Size and type must be added. A tables showing drainage calculations for pipe <br />sizing was submitted. <br /> <br />The grading plan shows retaining walls around the ponds. The wails range in height from 2 to 9 <br />feet high. All walls over 4 feet high will need to be designed and sealed by a professional <br />engineer and all walls over 3.5 feet high will require fencing along the top. The fencing will <br />most likely interfere with snow removal efforts. <br /> <br />The existing pond was constructed to provide regional ponding fbr this site and previous phases <br />of the project. The grading plan shows filling in the approximately half of the pond. Calculations <br />must be submitted to show how the loss of pond volume is being accounted. <br /> <br />13. Noise Mitigation: When the City reviewed Rivenwick 3rd Addition, the town_house d9velopment located <br /> immediately south of the subject property, MnDot stated that the City should look at how the noise <br /> generated from U.S. Highway #10 may affect the development. Staff anticipates that since this development <br /> is located immediately adjacent to U.S. Highway #10, MnDot will make a similar comment. Staff will <br /> solicit the services of SRF to evaluate the potential traffic noise impacts on the proposed development. Staff <br /> anticipates receiving the report fkom SRF by March 9, 2004 and will forward comments upon receipt. <br /> <br />14. Traffic Generation Analysis: The City has engaged the services of SRF to complete a traffic generation <br /> analysis fbr the proposed development. Staff anticipates receiving the report on March 9, 2004 and will <br /> forward applicable comments. <br /> <br />15. Environmental Rbview: The development does not exceed the mandatory environmental review threshold <br /> and therefbre no mandated environmental review is required by the State. <br /> <br />16. Drainage and Utility Easmnents: This subdivision will be served by sanitary sewer and city water, which <br /> will be extended fi'om Riverdale Drive. The entire plat will be served by gravity sanitary sewer, however it <br /> should be noted there must be a minimum of seven and one half i'eet of cover over the top of the sewer. <br /> Easements must be dedicated over all public sewer, water, and storm sewer pipes.
