CASE #: ~q <br /> <br />AMENDMENTS TO THE TOWN CENTER ZONING DISTRICT REGARDING FRONT <br />YARD SETBACKS AND DRIVEWWAY LENGTHS <br /> By: Patrick Trudgeon, AICP, <br /> Assistant Community Development Director <br /> <br />Background: <br /> <br />Staff is bringing forward amendments to the Town Center Zoning District to rectify <br />situations uncovered during the consideration of the first residential phase of Ramsey <br />Town Center being proposed by D.R. Horton. The first phase, the Ramsey Town Center <br />2"a Addition, contains back-to-back townhome units as well as rowhouse style townhome <br />units. It was determined by City Staff and the Planning Commission that the Town <br />Center Zoning Code does not adequately anticipate these types of units in regards to <br />measuring f¥ont yard setbacks and driveway len~hs. In reviewing the preliminary plat of <br />Ramsey Town Center 2ad Addition, the Planning Commission indicated that they were <br />comfortable with the subdivision as shown but wanted variances or amendments to the <br />Town Center Zoning District to rectify the discrepancies on what was being proposed in <br />the development and what is contained in the Zoning Code. Staff is bringing forward <br />amendments to the Town Center Zoning District to better address situations brought up as <br />part of the Ramsey Town Center 2ad Addition plat review. <br /> <br />The following items are enclosed: <br /> <br />a) Proposed Town Center Zoning District amendments <br /> <br />Notification: <br /> <br />A public hearing on these amendments was properly notified in accordance with state <br />statutes. <br /> <br />Observations: <br /> <br />Staff is proposing language to the Town Center Zoning District to clarify how the front <br />yard setback is measured, to allow for a geater front yard setback for certain types of <br />attached residential units, and requiring 25-foot long driveways for all residential units <br />unless certain criteria are met. <br /> <br />Measurement o f front yard setback. Currently, residential units within in the Town <br />Center can have a maximum fi'ont yard setback of 20 feet. However, the code is silent on <br />how the setback is measured. Staff is proposing that the front yard setback for residential <br />units is measured from the front of the residence to the edge of the sidewalk. Therefore, <br />no unit could be further than 20 feet from the edge ora sidewalk. <br /> <br />25-foot required length for driveways of residential uttits with attached garages. Other <br />portions of the City Zoning Code require 25-foot long driveways in order to ensure <br />adequate parking tYr town home units.
