JOINT RESOLUTION OF GROW AND RAMSEY <br />TOWNSHIPS REQUESTING CERTAIN LEGISLATION <br /> <br /> WHEREAS, both Grow and Ramsey Townships are experiencing rapid <br />population growth, and; <br /> <br /> WHEREAS, both are Townships with limited Village powers pursuant <br />to Laws 1963, Chapter 157, and; <br /> <br /> WHEREAS, both have found their present enabling legislation insufficient <br />to cope with problems of rapid growth, and; <br /> <br /> WHEREAS, both Townships have filed incorporation petitions'with the <br />Minnesota Municipal Commission, final resolution of which may take two more <br />years; <br /> NOW, THEREFORE, BE IT RESOLVED: <br /> <br /> 1) That it is in the best interests of the citizens of Ramsey and Grow <br />Townships for the respective Town Boards to jointly seek certain special <br />legislation. <br /> <br /> 2) That the following list requesting special legislation be forwarded <br />to the appropriate members of the State Legislature. <br /> <br /> a. It is hereby requested that Laws 1963, Chapter 157, which <br />grants Ramsey and Grow, along with other Anoka County Townships, <br />certain Village Powers, be amended by adding the following statutory <br />sections: M.S.A. Section412.221, Subdivisions 4, 5, 7, 24 and <br />31. <br /> <br /> b. It is further requested that enabling legislation be passed <br />which would allow Ramsey and Grow Townships to set the salaries <br />of their clerk, treasurer and assessor, by resolution of the Town <br />Board. <br /> <br /> c. It is further requested that Ramsey and Grow Townships be <br />allowed to take a special census immediately and that the State <br />Auditor's Office be directed to use the results of said census in <br />distribution of sales, liquor and tobacco taxes. <br /> <br /> <br />
