Each contract will be in accordance with plans and special provisions for said projects on file in the Department of Transportation, State Transportation Building, St. Paul, Minnesota 55155, and the latest edition of Standard Specifications for Highway Construction promulgated by the Commissioner and all amendments thereof, which said plans, special provisions and specifications are made a part of this agreement by referenced as though fully set forth herein. In the letting of said contract, it is hereby agreed that the following procedure shall be followed, to-wit: (a) The Commissioner shall cause the advertisements calling fo~ bids on said work to be'published in the Construction Bulletin. He shall also cause advertisements for bids to be published in the officially designated newspaper of the City, which said ~ocal newspaper is hereby designated by the City to be the ~ ~ published at ~ ~..I(~;~C~ ~3V- /~2.~'~)~ ~/~?~ ~'/'/~./ 17 Said advertisement or call for bids shall s~cify that sealed proposals or bids will be received by the C~ty Clerk of ~t .~7~.%~ on behalf of the ComSss~oner as agent of sa~d C~ty. Proposals, plans and speclf~cat~ons shall be ava~lablo for the ~nspectSon of prospective b~dders at the off,ce of the Department of Transportation, St. Paul~ ~nnesota 55155~ and at the office of sa~d Clty Clerk and the advertisement shall so stato. The bSds received ~n response to saSd advertisements for b~ds shall be opened for and on behalf of the Co~issSonor by a D~strtct D~rector of tho Department of TransportatSon or such other eng~neor of tho Department of Transportation as may be from t~me to t~me selected by the Co~ss~oner. ~fter sa~d b~d~ shall havo been opened~ the Ctty Council shall first consider tho same and thereupon transmSt to the Com~ss~oner all bSds reeelved together w~th ~ts reco~endatSon that the lo,est hsd submitted by a responsSblo btddor be accepted or Page No. 2
