RESOLUTION NO. 78-3 <br /> <br /> CITY OF RAMSEY <br />COUNTY OF ANOKA <br />STATE OF MINNESOTA <br /> <br /> WHEREAS, high costs of transportation and energy <br />become more serious each year, and <br /> <br /> WHEREAS, the State of Minnesota is in the process <br />of completing a Transportation Plan, and <br /> <br /> WHEREAS, the plan calls for proposed criteria in <br />evaluating projects which show the best return for money spent, <br />and <br /> <br /> WHEREAS, related high costs of freeway sound barriers <br />and freeway rest areas and rest stops are found by some to be <br />excessive, and <br /> <br /> WHEREAS, another statewide concern is the location of <br />power transmission lines <br /> <br />BE IT RESOLVED, by the City Council of the City of <br /> <br />Ramsey: <br /> <br /> 1. The construction of proposed noise barriers and <br />rest areas should be more rigidly evaluated against the proposed <br />criteria to determine the cost effectiveness of the project. <br /> <br /> 2. The Plan should address the possibility of <br />incorporating overland power transmission lines within rights-of- <br />way of major state thoroughfares. <br /> <br /> BE IT FURTHER RESOLVED, by the City Council of the City <br />of Ramsey that these concerns be addressed in the MN/DOT/Plan. <br /> <br />Adopted by the Ramsey City Council this 23rd day of January, 1978. <br /> <br />Arno Id Cox,' wlayor <br /> <br />ATTEST: <br /> <br />Ph.{] D- Nereson, City Clerk <br /> <br /> <br />
