RESOLUTION NO. 5 <br /> <br /> CITY OF RAMSEY <br />RESOLUTION REQUESTING <br />METROPOLITAN WASTE CONTROL COMMISSION <br /> PLAN MODIFICATION <br /> <br /> WHEREAS, the Metropolitan Waste Control Commission <br />contracted for a Facilities Planning Study for a Champlin-Anoka- <br />Brooklyn Park (CAB) Interceptor, and <br /> <br /> WHEREAS, said Facilities Planning Study proposed an <br />interceptor plan that conflicted in several respects with Ramsey's <br />Comprehensive Sewer Plan, and <br /> <br /> WHEREAS, with one exception, those conflicts have been <br />resolved in a joint committee made up of representatives of the <br />MWCC, the Metropolitan Council and the cities of Anoka, Brooklyn <br />Park, Champlin and Ramsey, and <br /> <br /> WHEREAS, said exception involves a proposal to construct <br />the interceptor serving the sourthern portion of Ramsey at an <br />elevation substantially higher than that of Ramsey's proposed trunk <br />sewer for that area and thus requiring the pumping of sewage from <br />that portion of Ramsey, and <br /> <br /> WHEREAS, the staff of the MWCC estimates the cost of <br />said sewage pumping at approximately $13,000 per year or at $650,000 <br />over the estimated 50 year life of the interceptor, and <br /> <br /> WHEREAS, the staff of the MWCC estimates that if such <br />pumping costs were included in the total cost of the interceptor <br />project, the alternative requiring said sewage pumping would still <br />be to the economic benefit of the metropolitan area, and <br /> <br /> WHEREAS, the responsibility for said pumping costs would <br />be unclear unless the pumping facilities are constructed as part <br />of the CAB interceptor, and <br /> <br /> WHEREAS, the imposition of said pumping costs upon the <br />City of Ramsey would result in unfair financial burden upon the <br />City of Ramsey. <br /> <br /> NOW THEREFORE BE IT RESOLVED THAT <br /> 1. The Ramsey City Council hereby requests that the CAB <br />interceptor plans include the construction and operation of the <br />pumping station that is necessary to bring the CAB plan into accord <br />with Ramsey's Comprehensive Sewer Plan, or <br /> 2. That the CAB interceptor plan be otherwise modified <br />to ensure MWCC payment of the costs for construction and operation <br />of sewage lift stations in Ramsey necessitated by the proposed <br />CAB plan. <br /> <br /> <br />
