RESOLUTION NO. 5 CITY OF RAMSEY RESOLUTION REQUESTING METROPOLITAN WASTE CONTROL COMMISSION PLAN MODIFICATION WHEREAS, the Metropolitan Waste Control Commission contracted for a Facilities Planning Study for a Champlin-Anoka- Brooklyn Park (CAB) Interceptor, and WHEREAS, said Facilities Planning Study proposed an interceptor plan that conflicted in several respects with Ramsey's Comprehensive Sewer Plan, and WHEREAS, with one exception, those conflicts have been resolved in a joint committee made up of representatives of the MWCC, the Metropolitan Council and the cities of Anoka, Brooklyn Park, Champlin and Ramsey, and WHEREAS, said exception involves a proposal to construct the interceptor serving the sourthern portion of Ramsey at an elevation substantially higher than that of Ramsey's proposed trunk sewer for that area and thus requiring the pumping of sewage from that portion of Ramsey, and WHEREAS, the staff of the MWCC estimates the cost of said sewage pumping at approximately $13,000 per year or at $650,000 over the estimated 50 year life of the interceptor, and WHEREAS, the staff of the MWCC estimates that if such pumping costs were included in the total cost of the interceptor project, the alternative requiring said sewage pumping would still be to the economic benefit of the metropolitan area, and WHEREAS, the responsibility for said pumping costs would be unclear unless the pumping facilities are constructed as part of the CAB interceptor, and WHEREAS, the imposition of said pumping costs upon the City of Ramsey would result in unfair financial burden upon the City of Ramsey. NOW THEREFORE BE IT RESOLVED THAT 1. The Ramsey City Council hereby requests that the CAB interceptor plans include the construction and operation of the pumping station that is necessary to bring the CAB plan into accord with Ramsey's Comprehensive Sewer Plan, or 2. That the CAB interceptor plan be otherwise modified to ensure MWCC payment of the costs for construction and operation of sewage lift stations in Ramsey necessitated by the proposed CAB plan.
