safety, and said governmental subdivisions and the proprietory <br />agency have not taken steps to determine the liability of the <br />operation; said governmental subdivision and the proprietory <br />agency will take steps to operate and regulate the landfill <br />in the best interest of the public health, welfare and safety; <br />and take appropriate steps to determine the liability of the <br />operation and so advise the City Council of the City of Ramsey. <br /> <br />2. That if the appropriate steps are not taken by said govern- <br />mental subdivision and the proprietory agency within 30 days to <br />determine the liability and operate and regulate the landfill in <br />the best interest of public health, welfare and safety that the <br />City Council of the City of Ramsey will take appropriate legal <br />action to close said landfill. <br /> <br />3. That in view of the evidence of heavy metal contamination <br /> <br />of groundwater at the landfill site, said governmental subdivisions <br />be requested, at no cost to the City of Ramsey, to undertake <br />appropriate measures to protect Ramsey property against any <br />further groundwater contamination and to contain any contamination <br />that has already occurred, and <br /> <br />4. That copies of thi,s resolution be forwarded to the Anoka City <br />Commission, the Anoka County Board of Commissioners, the <br />Metropolitan Council, the Minnesota Pollution Control Agency <br />and Waste Management, Inc., and Environmental Protection Agency. <br /> <br />Adopted this i18th day of May, 1976. <br /> <br />-3- 5/24/76 <br /> <br /> <br />
