The City determines that in areas n t served by sanitary sewer, the effluent <br />absorption systems. <br />Subd. 2. The City determines that pr tecti n f the public health, safety and general <br />welfare, including the pr tecti n f natural res urces fr m impairment, p lluti n, and destructi n, with <br />which it is charged by Minnes to Statute 1973, §116B.01, are advanced by permitting s it abs rpti n <br />systems my where s il permeability, surface sl pe, freed m fr m fl ding and distance fr mgr undwater <br />ensure reasonable absorption without pollution of waters, such lands hereinafter being described as Clas , I <br />lands. <br />Subd. 3. The City finds that lands within it have unfav rable characteristics f r s it <br />ab,orption systems; such lands hereinafter being de„cribed as C1a,,,, II, III, IV and V lands. <br />Subd. 4. The City adopts the standard requirement that sufficient area of Class I land be <br />available within each 1 t r parcel f r the c nstructi n f an ad quatoly sized s it abs rpti n system and <br />the arca f c ntigu us Cla I land available n each 1 t be los„ than as f 11 ws: <br />a. 2000 Urban Area <br />b. Transiti nal Arca <br />c. Rural Area <br />50% f 1 tar a <br />25% f1 tar a <br />25% f1 tar a <br />All ar as shall be exclusive f public rights f way, including publicly dedicated ascm nts.
