This resp nsibility is hereby rec gnized by the City. <br />The C uncil f the City finds that the Mi;,issippi River C rrid r within the City is a unique and valuable <br />1 cal, state, regi nal and nati nal res urce. The river is an essential element in the 1 cal, regi nal, state and <br />nati nal transp rtati n, sewer and water and recreati nal systems and serves imp rtant bi 1 gical and <br />ec 1 gical functi ns. The preventi n and mitigati n f irreversible damage t this res urce and the <br />pr s rvati n and nhancem nt f its natural, a sth tic, cultural and hist ric values is in furtheranc f tho <br />health, safety and general welfare f the City. <br />The C uncil further finds that the Critical Area District is characterized by certain s it types, sl pes and <br />water levels which are unsuitable for development.
