In their interpretati n and applicati n, the pr visi ns f this Secti n shall be held <br />t bo minimum roquirom nts, and shall n t bo deemed a limitati n r rep al f any p wcrs r rights granted <br />by Mimes ta Statutes. <br />Subd. 3. It is n t intended by this Secti n t repeal, abr gate, r impair any existing <br />restricti ns, the pr visi ns f this Secti n shall prevail. <br />Subd. 4. Compliance. Tho use f any land within the Scenic River Land Uso <br />District; the size and shape of lots; the use and location of structures on lots; the installation and maintenance <br />the cutting f vegetati n r alterati n f the natural t p graphy within the district; and the subdivisi n f <br />land shall be in full compliance with the terms of this Section and other applicable regulations. Permits <br />fr m the Z ning Auth rity are required by this City C de, f r the c nstructi n f buildings, public r private <br />water supply and sewage treatment systems, the grading and filling of the natural topography, and erection <br />f signs within th Sc nic River Land Us District f th Rum River. <br />Subd. 5.
