This Socti n inc rp rates by refer nc the Wetlands <br />C nservati n Act f 1991 (WCA) which act has been c dified as MN Statute Secti ns 103G.222 .2373 and <br />fr m the requirements f this Secti n, ins far as they relate t the WCA (Minn. Rules 8120.0122). All <br />wetlands, including th seg vemed by the Department f Natural Res urces, are c vered by the ther <br />pr visi ns f this Secti n. <br />9.26.02 City Findings. <br />Subd. 1. Findings. The City finds that: <br />a. Wetlands are a defining character of its natural heritage worthy of its protection and <br />pros tvati n. Wetlands s ry t maintain water quality by filt ring water that is <br />and nutrients. Th y als retain and r duce th discharg f ph sph ms and transf rm <br />nutri nts fr m th it in rganic t rganic f rms, th roby, pr tccting d wnstream water <br />b di s fr m eutr phicati n and c ntaminati n. Wetlands als st r run ff and r duce <br />the v 1 city f and magnitude f peak fl d stages. In additi n, s me wetlands receive <br />gr undwater discharg . These wetlands tend t Supp rt m re stable bi 1 gical <br />c mmunities since their water temperatures and wat r ley 1s tend t be m re stable. <br />b. Wetland vegetati n als reduces the energy f waves, currents, and ther er sive f rcea <br />and sery s t prevent the or sin f sh r line arca.
