Updated Storm Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br />II. EXECUTIVE SUMMARY <br />A. Plan Purpose and Background <br />Storm water regulations have changed significantly since the original Comprehensive <br />Storm Drainage Plan was approved in 1980 and the southeast growth area was revisited <br />in 1997 and 2002. The plan was updated in 2008 and renamed the Storm Water <br />Management Plan. The following is a listing of those regulatory changes: <br />1. 1982 <br />The Metropolitan Surface Water Management Act was passed. The Act was <br />originally included in Chapter 509. The Act was recreated and modified in 1990 <br />and became Minnesota Statue 103B.205 to 103B.255. <br />Originally, the former Water Resources Board oversaw implementation of the <br />act. When that board was merged with two other boards to form the Minnesota <br />Board of Water and Soil Resources in 1987, the Board of Water and Soil <br />Resources assumed responsibility for the act. Forty-six watershed management <br />organizations (36 joint powers Watershed Management Organizations and 10 <br />Watershed Districts) were originally responsible for preparing plans to: <br />• protect, preserve, and use natural surface and groundwater storage and <br />retention systems <br />• minimize public capital expenditures needed to correct flooding and <br />water quality problems <br />• identify and plan for means to effectively protect and improve surface <br />and groundwater quality <br />• establish more uniform local policies and official controls for surface and <br />groundwater management <br />• prevent erosion of soil into surface water systems <br />• promote groundwater recharge <br />• protect and enhance fish and wildlife habitat and water recreational <br />facilities <br />• secure the other benefits associated with the proper management of <br />surface and groundwater. 1 <br />2. 1985 <br />The Lower Rum River Water Management Organization (LRRWMO) was <br />formed to meet the requirements of the Metropolitan Surface Water Management <br />Act. <br />1 Excerpt taken from the Minnesota Board of Water & Soil Resources Website: <br />http://www.bwsr.state.mn.us/watermgmtimetroareasurface.html <br />Section II <br />February 20, 2015March 6, 2015 Page 2 <br />
