Updated Storm Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br />There are steep slopes within the shoreland protection zone of the Rum and Mississippi <br />Rivers, as well as scattered locations throughout the City. From the aerial photographic <br />contour map, the slopes near the rivers can be as high as 65 percent. A map showing the <br />areas with slopes between 12 and 18 percent and separately showing the areas with slopes <br />greater than 18 percent is attached as Figure 1. <br />Virtually all of the Ramsey city limits is within the Anoka Sand Plain, which consists of <br />highly permeable soils. Figure 2 shows the general subsurface geology of aquifers in the <br />vicinity of Ramsey. The Anoka Sand Plain is part of the undifferentiated drift (Layer 1). <br />The Minnesota Department of Natural Resources and the Minnesota Geological Survey <br />generated Figure 3 as part of the Regional Hydrogeologic Assessment for the Anoka <br />Sand Plain.' Based on Figure 3, waterborne contaminants in the Ramsey area can reach <br />upper aquifers within hours or months of release, necessitating additional care in <br />regulating surface water contamination. The majority of Ramsey is rated with the highest <br />geologic sensitivity to pollution in the uppermost aquifer. <br />The Board of Water and Soil Resources website indicates that Anoka County, though not <br />participating in the official metropolitan groundwater planning process, has prepared a <br />"groundwater protection assessment." The county public health department coordinates <br />the county groundwater planning and management activities.' However, there is no <br />mention of the assessment on Anoka County Health and Environment Department <br />website. <br />The City Wellhead Protection Plan was completed in the September of 2007. The fmal <br />draft of Part 1 was accepted by all review agencies and City staff is currently working on <br />Part 2. Figure 4 shows the 10 -year capture zone (Well Head Protection Area, WHPA) as <br />well as the Drinking Water Supply Management Area (DWSMA) for the seven municipal <br />drinking water wells in Ramsey. Storm water infiltration will not be allowed inside these <br />zones. <br />C. Surface Water Resource Data <br />1. Public Waters <br />A map of the public waters, streams, lakes, and public ditch systems established <br />under Minnesota Statutes, chapter 103D or 103E, including the location of <br />existing dams and control structures is shown in Figure 5. A map of the natural <br />drainage routes is also attached as part of the Parks Map in Figure 6. <br />The Minnesota Department of Natural Resources (DNR) uses the U.S. Fish and <br />Wildlife classification system (Circular 39) for wetlands and currently requires a <br />permit for alteration of wetland types 3-5 which are 2.5 acres or larger. Ramsey <br />City Code Section 117-124, Environmental Protection Overlay Districts includes <br />provisions designed to further protect wetlands. <br />In addition to the protected waters list, the Mississippi River has a designated <br />Critical Area Corridor and the Rum River is designated as a Wild & Scenic <br />Outstanding Resource Value Water (see Figure 6 — Parks Map). <br />" Minnesota Dept. of Administration / Office of Geographic and Demographic Analysis / Land Management <br />Information Center.
