Updated Storm Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br />VIII. IMPLEMENTATION OF PRIORITIES AND PROGRAM <br />A. Special Waters <br />According to the MPCA's Special Waters list (January 2004), special waters in the <br />Ramsey area include: <br />1. The Mississippi River is considered Scenic/Recreational from State Aid <br />Highway 7 bridge in St. Cloud to the NW Anoka city limits. <br />2. The Rum River is considered Scenic/Recreational from Highway 27 bridge in <br />Onamia to Madison and Rice Streets in Anoka. <br />The City will meet State requirements for development near these waters as identified in <br />the Minnesota Stonnwater Manual by designing storm water basins using the sizing <br />criteria described in Design Calculations for Wet Detention Ponds by William Walker Jr. <br />The City will also encourage storm water practices that promote infiltration/filtration and <br />decrease impervious areas (better site design and integrated stormwater management), <br />where practical. <br />B. City-wide SWPPP and MS4 Permit <br />The City-wide SWPPP, associated with its MS4 permit, is available on the City's <br />website. Tho MPCA is in the pr cos f reviewing the City's SWPPP. Any changes <br />requested by the MPCA will bo inc rporatod into the fmal SWMP. Tho timeline for <br />implementing each BMP is detailed n the BMP shoots of the SWPPP. The SWPP was <br />updated to reflect the 2013 re -issuance of the MS4 Permit. A copy of the SWPPP is <br />attached in Appendix B. <br />C. Implementation Schedule <br />In accordance with Minnesota Rule 8410.0010, the City of Ramsey must provide for the <br />adoption of necessary regulatory controls, storm water design standards, education <br />programs, data collection programs, and maintenance programs. This SWMP must <br />clearly distinguish the City's responsibilities versus the responsibilities of the LRRWMO <br />and Anoka County with respect to implementing each program element. <br />According to Minnesota Rule 8410, each organization plan must include a schedule for <br />implementation by the organization, joint powers agreement members, and affected local <br />units of government. All plan controls and programs to be implemented by the <br />organization must be in effect within one year of plan adoption. All local plan controls <br />and programs must be developed and in effect within two years of adoption of the last <br />organization plan in the local unit of government. <br />Since this SWMP is an update to a previously accepted plan, most of the required <br />programs have already been developed and coordinated with Anoka County and the <br />LRRWMO. However, the City of Ramsey fully intends to implement the ordinance <br />agencies having jurisdiction and the City Council. <br />D. Capital Improvement Program <br />This SWMP must include a capital improvement program that identifies specific capital <br />improvements necessary to implement the water resource management goals and policies <br />of the organization.
