Updated Storm Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br />IX. AMENDMENT PROCEDURES <br />This Updated SWMP extends to 20432022. Amendments to the plan may be adopted and <br />implemented as warranted by future standards or regulations. The City is aware that the Lower <br />Rum River Watershed Management Organization is currently updating its watershed management <br />plan which will trigger the mandatory re-evaluation and potential need for an update of this <br />SWMP within two years from the date the watershed plan is approved by BWSR. The City will <br />initiate any amendments by resolution of the City Council. The citizens of Ramsey, City Staff, <br />the City Council, or any of the review authorities having jurisdiction may submit amendment <br />requests. <br />The amendment request will be evaluated by City staff and a recommendation will be made to the <br />City Council. If the Council deems the amendment necessary, it will order City staff and/or the <br />City attorney to draft an amendment. <br />The draft amendment will be brought to the Council for review. If approved, the Council will <br />pass a resolution calling for a hearing on the amendment. The amendment must be forwarded to <br />each organization affected by the amendment. The proposed amendment will be published in the <br />official city newspaper not less than 10 days before the hearing. <br />The hearing will be held in a public place, typically in the Council chambers at City hall. At the <br />hearing, all interested citizens will be given the opportunity to submit a written statement or voice <br />their opinion on the acceptability of the proposed amendment. <br />When all have been heard, the City Council will close the hearing and vote their decision on <br />whether to pass a resolution accepting the amendment as written. <br />According to State Statute 103B.235, Subd. 5, Amendments, to the extent and in the manner <br />required by the LRRWMO, all major amendments to the SWMP shall be submitted to the <br />LRRWMO for review and approval in accordance with the provisions of State Statute 103B.235, <br />subdivisions 3 and 3a for the review of plans. All major plan updates and amendments will be <br />submitted to the Lower Rum River Watershed Management Organization and the Metropolitan <br />Council simultaneously.
