Updated Storm Water Management Plan (SWMP) <br />City of Ramsey, Minnesota <br />Infiltration Trench: A conventional infiltration trench is a shallow, excavated trench <br />that has been backfilled with stone to create an underground reservoir. Storm water <br />runoff diverted into the trench gradually exfiltrates from the bottom of the trench into the <br />subsoil and eventually into the water table. An enhanced infiltration trench has an <br />extensive pretreatment system to remove sediment and oil. It requires an on-site <br />geotechnical investigation to determine appropriate design and location. <br />Infrastructure: Public facilities and services, including transportation, storm water <br />pipes, structures and ponds, water and sewer pipes and structures, telecommunications, <br />recycling and solid waste disposal, parks and other public spaces, schools, police and fire <br />protection, and health and welfare services. <br />Integrated Management Practice (IMP): A range of small-scale storm water controls <br />or practices distributed throughout a site and intended to maintain flow patterns, filter <br />pollutants and/or re-create or maintain existing site hydrology. <br />Invasive Species or Exotic Species: Non-native plants or wild animals that can <br />naturalize, have high propagation potential, are highly competitive for limiting factors, <br />and cause displacement of, or otherwise threaten, native plants or native animals in their <br />natural communities. <br />Landlocked High Water Level or Landlocked HWL: The peak water level or high <br />water level in a land locked basin. The HWL is the highest peak ponding elevation <br />generated by the back-to-back 100 -year SCS 24-hour rainfall events, the 10 -inch SCS 24- <br />hour rainfall event or the 100 -year, 10 -day snowmelt snow melt event. <br />Local Government Unit (LGU): Agency that has the primary responsibility of <br />administering the Wetland Conservation Act. The City of Ramsey acts as LGU for all <br />wetlands within the City limits and shares responsibility for basins that border adjacent <br />municipalities. <br />Lowest Floor: The lowest floor of a structure, including basement. <br />Low Impact Development (LID): An approach to stone water management intended to <br />protect water resources, reduce storm sewer infrastructure costs and provide a more <br />attractive storm water management system. LID practices include infiltration systems, <br />bioretention areas, rain barrels, green roofs, porous pavements and a long list of <br />additional innovative storm water treatment practices. <br />Mesotrophic: Describes a lake of moderate photosynthetic productivity. <br />MNRAM: The Minnesota Routine Assessment Methodology as referenced by Minnesota <br />Rules 8420. MNRAM is the primary tool used to assess wetland functions and values on <br />a qualitative basis. MNRAM evaluates wetlands based on vegetation, wildlife habitat, <br />water quality, flood and storm water attenuation, recreational opportunities, aesthetics, <br />fishery habitat, groundwater interactions, and commercial use. The result of a MNRAM <br />evaluation is a ranking of the wetland quality that can be used to monitor the wetland <br />changes over time and to set appropriate protection needs and techniques.
