City Attorney Goodrich stated that the City cannot do anything to hinder their ability to <br />administer their product, so he thinks that the City could regulate aesthetics. <br />Motion by Councilmember Strommen, seconded by Councilmember Elvig, to introduce an <br />ordinance amending City Code Section 9.15 Towers. <br />Further Discussion: Councilmember Dehen asked if the language suggested by Councilmember <br />Elvig about aesthetics was included. <br />Amended Motion by Councilmember Strommen, seconded by Councilmember Elvig, to <br />introduce ordinance amending City Code Section 9.15 Towers, with additional language that the <br />City will retain controls for regulating the aesthetics of the towers. <br />Amended Motion carried. Voting Yes: Mayor Gamec and Councilmembers Strommen, Elvig, <br />Dehen, Jeffrey, Look and Olson. Voting No: None. <br />Case #12: Introduce Ordinance to Amend Section 9.12 (Signs) of City Code to <br />Incorporate "Dynamic Display" Sign Regulations: Case of the City of <br />Ramsey <br />Associate Planner Dalnes stated that staff has been researching electronic signs and has included <br />literature from SRF Consulting in the packet. She reviewed the definition of an electronic sign <br />for "dynamic display" and the proposed language for brightness, size, speed of change in <br />message and that the use of temporary signs would no longer be permitted if there was a <br />functioning dynamic display sign. She stated that the Planning Commission has discussed these <br />amendments and recommends approval. <br />Mayor Gamec asked if the ordinance covered the color of the reader boards. <br />Associate Planner Dalnes stated that it does not specifically prohibit any colors, but noted that <br />they cannot interfere with traffic signals. <br />Councilmember Elvig asked if there was any consideration given to size of the signs and their <br />distance from the roadway. He stated that there has been discussion about a reader sign for City <br />Hall and that it should be readable from Highway 10. He stated that he doesn't want to adopt an <br />ordinance that "shoots the City in the foot" for that goal. <br />Associate Planner Dalnes stated that the City doesn't adjust size requirements, for any type of <br />signage, based on distance from the road. She stated that any variance in the sign ordinance can <br />be made through a CUP. <br />Motion by Elvig, seconded by Olson, to recommend that the City Council introduce the proposed <br />ordinance to amend sign regulations to establish dynamic display standards. <br />Motion carried.
