Project Understanding <br />The City of Ramsey continues to see growth as the area eases its way out of the recent recession. <br />As growth continues to occur in and around the COR area, the City is seeing pressure to prepare <br />new areas for development. The City is currently considering the large area west of Armstrong <br />Boulevard, east of Puma Street, north of T.H. 10 and south of Alpine Drive. To help understand <br />the improvements required for the area, the City has requested for proposals for preparation of the <br />following documents: <br />Traffic Impact Study <br />Feasibility Report <br />Preliminary Design Layout <br />Consideration will be given to phasing strategies for implementation of the improvements. <br />Additional information related to our understanding of required services is included in our Scope <br />of Services section of this proposal. <br />Schedule <br />The project is on a fast paced schedule, with Award to the successful consultant at the latter part of <br />January and completion of all services by the end of March. An outline for our proposed schedule <br />for the improvements follows. Refinements are anticipated based on City staff availability for <br />meetings. <br />Notice to Proceed <br />Kick Off Meeting <br />Begin Traffic Counts and Data Collection <br />Update Meeting <br />TIS and Feasibility Report to City <br />Update Meeting <br />All Deliverables to City <br />January 21, 2015 (Day after City Council Meeting) <br />January 22nd (or as soon as possible after Notice) <br />January 22nd <br />February 19th <br />February 28th <br />March 19th <br />March 28th <br />Jurisdictional Authority /Approvals /Permits <br />As the project moves from the planning stages to design and construction, permits will be required <br />from various agencies. Understanding and planning for requirements associated with obtaining <br />permits and approvals at this time will be critical to the ultimate success of the process. The City <br />may want to consider involving agencies such as Anoka County as a planning partner during the <br />course of the study. The following agencies will permitting entities for considered improvements: <br />Minnesota Pollution Control Agency: NPDES Storm Water Permit <br />Minnesota Pollution Control Agency: Sanitary Sewer Extension Permit <br />Minnesota Department of Health (MDH): Watermain Extension and Dewatering <br />Future Business Park RFQ I City of Ramsey, Minnesota 3 <br />
