- Accompanying information on the type and capacity of the treatment facilities, <br />whether municipally or privately owned, as well as copies of their appropriate <br />National Pollutant Discharge Elimination System (NPDES) or State Disposal System <br />(SDS) permit. <br />• City goals, policies and strategies for preventing and reducing excessive infiltration and <br />inflow (I/I) in local sewer system, including: <br />- Requirements and standards for minimizing inflow and infiltration and for the <br />disconnection of illegal sump pump and foundation drain connections to the sanitary <br />sewer system. To be included are copies of ordinances prohibiting the discharge of <br />foundation drains and/or roof leaders to the sanitary disposal system as well as <br />copies of ordinances requiring the disconnection of existing foundation drains, sump <br />pumps and roof leaders from the sanitary disposal system. <br />- Information on the extent, source and significance of existing I/I problems along with <br />an analysis of costs for remediation. <br />- Implementation plan including program strategy, priorities, scheduling, and financing <br />mechanisms for eliminating and preventing excessive I/I from entering the system. <br />Requirements for Areas Not Served by the Regional System <br />• Adopted community forecast of households and employees in 10 -year increments to <br />2040 (based on Council's 2040 forecasts with any subsequent negotiated modifications). <br />• Description of community's management program for on-site sewage treatment to <br />comply with MPCA 7080, and a copy of the community's current on-site ordinance. <br />• Map showing the locations of existing public and private treatment systems, if any, <br />including package treatment plants and group on-site systems. <br />• Map identifying location of on-site sewage disposal systems. Location of known <br />nonconforming systems or systems with known problems should be identified. <br />• Description of conditions under which private, community treatment systems (for <br />example, package treatment plants, community drainfields) would be allowed. Examples <br />of such conditions should include allowable land uses, installation requirements, <br />management requirements, and local government responsibilities. <br />• Capacity of and existing flows to public and private treatment systems. <br />• Brief description of the community's sewer system plan (proposed to 2040), including the <br />following information: <br />- Projected flows in 2020, 2030, and 2040. <br />- Local objectives, policies and strategies for preventing and reducing excessive <br />infiltration and inflow, including sump pumps and drain tile in the local sewer <br />system. <br />- Proposed timing and financing of any expanded/new wastewater treatment <br />facilities. <br />- Copies of facility planning reports for the upgrading of the wastewater treatment <br />plants. <br />74 <br />
