I <br />I <br /> <br />Mr. Schnelle stated that people panic when they see the CIP, they don't <br />understand it as just a planning tool. <br /> <br />Chairman Heitman stated that if Staff figures something in the CIP will get <br />blown out of the saddle, they should just not include it; include it in the <br />next revision. You will not be held to what is in the plan and what is not. <br /> <br />I <br />i <br />I <br />I <br />I <br />I <br /> <br />Mr. Schnelle replied that he hates to see government slide around corners. <br />If government lays it on the line the public will know the facts and it <br />will create less problems. <br /> <br />Commissioner Gamec inquired as to how the public could be educated regarding <br />capital improvement plans? <br /> <br />Chairman Heitman stated that was not a responsibility of this Commission. <br /> <br />City Accountant Moen referred to Section 7.10.01 which refers to 7.11 and 7.12 <br />and pointed out there is a confusion in terms in 7.11. Certificates of <br />Indebtedness are not addressed and it looks like you could not do it without <br />going to a referendum. <br /> <br />Commissioner Bauerkemper stated that the Commission has been told by Mounds <br />View that State law addresses this. <br /> <br />City Accountant Moen stated that she appreciates some of the revisions that <br />have been made to the charter draft since the public hearing. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />chairman Heitman thanked Mr. Burggraaff for attending this meeting. <br /> <br />Commissioner Bauerkemper inquired if a charter could affect a city's bond <br />rating. <br /> <br />Mr. Burggraaff replied directly, no, indirectly, yes. Rating companies are <br />never going to ask to look at a copy of your charter. On the other hand, <br />they will look at financial conditions, financial management and economic <br />development in your city and the amount of outstanding debts. For a community <br />to gradually improve bond rating, you have to have the potential for economic <br />development and have that development occur. Mr. Burggraaff noted that <br />Fridley and Roseville have better bond ratings than Edina -- it depends on <br />the city's valuation. <br /> <br />Commissioner Bauerkemper noted that Fridley is a charter city. <br /> <br />I <br />I <br />I <br />I <br />i <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Lichter and seconded by Commissioner Data to adjourn <br />this regular meeting of the Charter Commission. <br /> <br />Motion carried. Voting Yes: chairman Heitman, Commissioners Bauerkemper, <br />Lichter, Gamec, Greenberg and Data. Voting No: None.
