I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br /> <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br /> <br />Chairm~n Heitman referred to City Accountant Moen's suggestion to decrease <br />the 5 year Long Term Plan to a 2 year plan and stated that there is some <br />validity in this argument. Chairman Heitman stated that a potential solution <br />would be to reduce the Public Service Plan to a 2 year plan, leave the ~others <br />as 5 year plans and still adopt by ordinance. <br /> <br />Commissioner Gamec pointed out that these plans are just guides and they would <br />require amending every year. <br /> <br />Chairman Heitman stated that he still wants to know what the City is using as <br />a guide. <br /> <br />Commissioner Gamec replied that even adopting by resolution would reveal <br />where the City is headed. <br /> <br />Chairman Heitman referred to Mr. Burggraaff's comments on page 5 of the Charter <br />November 10, 1983 meeting minutes: "Resolutions are indication of Council intent <br />or Council action on something that covers a temporary period of time." Chairman <br />Heitman resolved this statement as resolutions can be actions, therefore <br />committing the people and the people should have a voice in the issue. <br /> <br />Commissioner Gamec replied that the City is held down by levy limits. If the <br />City planned a major cost item, it would have to be assessed out and taxes <br />raised; this puts the issue back in citizen's control. By virtue of State <br />statute, you have a better control on the City than this charter would. <br />Commissioner Gamec stated that it sounds like the Mounds View Charter allows <br />for setting whatever levy limit they want. <br /> <br />ADJOURNMENT <br /> <br />Motion by Commissioner Greenberg and seconded by Commissioner Lichter to adjourn <br />this regular meeting of the Ramsey Charter Commission. <br /> <br />Motion carried. Voting Yes: Chairman Heitman, Commissioners Bauerkemper, <br />Titterud, Lichter, Gamec and Greenberg. Voting No: None.
