factor as it appears that Princeton recognizes all <br />the ingredients that are needed for good cohesive <br />development in their community. <br /> <br /> b) ~enefit if T. U. had stayed in the City of Ramsey - <br />following is a comparison as to what the City of Ramsey would be able <br />to offer T. U.: <br /> <br /> 1) Tax Increment Financing (TIF) - The City of Ramsey <br />does not currently have such a program in place at this time. When you <br />see .~what a financial break tax increment financing provided T. U. in <br />particular, then one realizes what the value of it is. However, I'm not <br />too sure that the City of Ramsey's residents would want to get involved <br />with this program for a variety of reasons. <br /> <br /> 2) Industrial Revenue Bond (IRB) - The City of Ramsey <br />could have provided the IRB to T. U.' which represented the major part <br />of the financial package. It should be noted that even though Ramsey <br />made known this fact at a meeting, T. U. showed no interest. However, <br />there are some ~nqualified exceptions which would have probably made the <br />Princeton offer more enviable to IRB investors than Ramsey which would <br />have shown up in the interest rate. <br /> <br />3) Urban Development Action Grant (UDAG) - The City of <br />Ramsey does not qualify for this type of a grant. Please refer to enclosure <br />(4) which lists the Cities that do qualify for it. The reason we don't <br />qualify is that the City of ~amsey is not considered a poverty City. The <br />City of Princeton does qualify for this program as their eligibility does <br />not expire until August 31, 1983. They will not be eligible after August <br />31, 1983. <br /> <br /> 4) Miscellaneous - The following is submitted to compare <br />Ramsey with Princeton in this area: <br /> <br />a) Airport facilities - They City of Ramsey does <br />have an airport but its facilities are not really <br /> <br />Page 3 of 6 <br /> <br /> <br />
