CITY COUNCIL WORK SESSION <br />Topic: <br /> <br />By: <br /> <br />Background: <br /> <br />Helicopter Regulations <br /> <br />Sylvia Frolik, Community Development Director <br /> <br />Last July, City Staffpresented City Council with two options for ordinances that would regulate <br />helicopter operations witlCn the City limits. Option A required all helicopter operations to be- <br />licensed by Mn/DOT. Option B required all helicopter operations to obtain a conditiOnal use permit <br />from the City in addition to being licensed by Mn/DOT. Council reviewed the proposed ordinances <br />and preferred Option B to require a conditional use permit as well as Mn/DOT licensing, but with <br />some additional standards and criterim <br /> <br />Observations: <br /> <br />Staff drafted a third version, "C", that includes the following: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />e) <br /> <br />f) <br />g) <br />h) <br />i) <br /> <br />Establishes a 10 acre minimum parcel size for heliports. <br />Will identify an acceptable noise level. <br />Requires aircraft operator to be licensed. <br />Requires written permission of property owner for a heliport when the <br />applicant does not own the property. <br />Grants the City the authority to determine if the use will unduly endanger <br />persons or property. <br />Requires landing pads to be surfaced with bituminous or concrete. <br />Grants the City authority to establish permitted hours of operation. <br />Requires the applicant to have liability insurance. <br />Declares that pre-existing uses must comply with the new regulations. <br /> <br />Attachments: <br /> <br /> · City Council Work Session Minutes dated July 8, 2003 <br /> <br /> · Proposed Ordinance"C" <br /> <br />Action Statement: <br /> <br />Advise City Staffof any additional amendments to the draR ordinance and proceed with action <br />necessary to adopt the ordinance. <br /> <br />CCWS: 03.23.04 <br /> <br />-5- <br /> <br /> <br />
