that in the process of selling the property, the owner and Staff became aware of the parcel's <br />Medium Density Residential land use designation. <br /> <br />Associate Planner Geisler advised that upon questioning from the property owner, Staff reviewed <br />the parcel's land use designation through documents generated during the Comprehensive <br />Planning process. The parcel was shown with a commercial land use in earlier drafts of the <br />Comprehensive Plan. She indicated Staff was unable to determine the rationale for changing the <br />parcel's designation to Residential in the adopted Comprehensive Plan. Staff feels that the <br />existing commercial use of the property is more compatible with the other commercial uses to the <br />east in Alpaca Estates, rather than as a Medium Density Residential use. <br /> <br />Associate Planner Geisler stated that even though it appears that the parcel's current designation <br />is a technical error, it was shown as Medium Density Residential in the 2001 Comprehensive <br />Plan adopted by the City Council. Because of this, the applicant must apply for a Comprehensive <br />Plan Amendment and Rezoning. She indicated Staff recommends approval of the <br />Comprehensive Plan Amendment to change the subject property's Land Use designation from <br />Medium Density Residential to Places to Shop. <br /> <br />Citizen Input <br /> <br />Chairperson Nixt opened the public hearing at 7:44 p.m. <br /> <br />Chairperson Nixt asked if Staff had heard from the property owners to the west. <br /> <br />Associate Planner Geisler stated they were sent notices, but Staff has received no comments. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Van Scoy to close the public hearing at <br />7:45 p.m. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Van Scoy, Brauer, Jeffrey, <br />Shepherd and Watson. Voting No: None. Absent: Commissioner Johnson. <br /> <br />Commission Input <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Brauer to recommend that the City <br />Council adopt a resolution approving the change from Medium Density Residential to Places to <br />Shop for the property located south of Highway 10, west of Llama Street, as shown by the <br />property ID in the resolution. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Jeffrey, Shepherd, Van <br />Scoy and Watson. Voting No: None. Absent: Commissioner Johnson. <br /> <br />Chairperson Nixt noted this would go before the City Council next Tuesday. <br /> <br />Planning Commission/February 5, 2004 <br /> Page 3 of 18 <br /> <br /> <br />
