CASE# <br /> <br />CONSIDER ADOPTION OF RESOLUTION CREATING A <br />TOWN CENTER REVIEW BOARD <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />The development agreement with the Ramsey Town Center LLC (RTC), entered into on <br />September 17, 2003, discussed the creation of a Town Center Review Board (TCRB). As part of <br />the Town Center Zoning District the Review Board is also discussed as a necessary step in the <br />planning process for all Town Center development project approvals. Article 1.2 of the RTC <br />Development Agreement states that the City will appoint members to the Town Center Review <br />Board. <br /> <br />The City Conncil discussed the TCRB during a work session of November 3, 2003, and during <br />the Council meeting of November 10, 2003; however, it was decided that it would be necessary <br />to create the TCRB prior to appointing members to the body. Staff was directed to bring a draft <br />of the purpose mid organization of the TCRB for Council consideration. While developing the <br />draft language, Staff recognized the benefit of formulating the TCRB more along the lines of <br />Technical Advisory Committee (TAC), similar to the process for the TH #10 Inter-Regional <br />Corridor Study and the Mississippi River Crossing Study. A resolution was drafted for Council <br />discussion and consideration of the creation of a TCRB as a TAC during a work session held on <br />March 14, 2004.
