CONSIDER PROPOSAL FROM BKV GROUP AND 3D/I FOR SCHEMATIC DESIGN AND VISIONING FOR NEW CITY HALL/POLICE DEPARTMENT AND AUTHORIZE AN INTER-FUND LOAN FROM THE EQUIPMENT REVOLVING FUND By: Heidi A. City Administrator Background: During the regular meeting of January 27, 2004, Council reviewed a proposal from BKV Group and 3D/I Group for schematic design and visioning for the new City Hall and Police Facility. The case was tabled pending further work on the Fiscal Impact Study to better understand the tax impacts of the bonds for this project as well as the other public improvement projects occurring over the next several years throughout the City. The Fiscal Impact Study has been completed and the information was presented to Council during the work session of March 9th, 2004. Staff is now seeking direction with regard to the proposal for commencing design work for the City Hall/Police project. Staff is proposing to proceed with the schematic design and visioning process as proposed by 3D/I and BKV Group and utilize funds from an inter-fund loan from the Equipment Revolving Fund to cover the costs of the proposed work. The Equipment Revolving Fund could be reimbursed at the time the bonds are issued for the project. The proposal from 3D/I and BKV Group is attached for Council review. Staff Recommendation: Authorize staff to proceed with Schematic Design and Visioning for new City Hall and Police Department at a cost not to exceed $188,000 and authorize the use of funds from an inter-fund loan from the Equipment Revolving Fund. Council Action: Approve Resolution No. 04-03- , Authorizing the proposal from BKV Group and 3D/I for Schematic Design and Visioning for new City Hall and Police Station at a cost not to exceed $188,000 and authorize an inter-fund loan from the Equipment Revolving Fund.
