Warning Siren Replacement
By Chief Jim Way

Background:

In 1988, the City of Ramsey installed 17 warning sirens at a cost of $9,000 per siren. The
life expectancy of these sirens was placed at 10 years. The City replaced three (3) sirens
in 2003, at a cost of approximately $37,000 (approximately $12,300 each). One (1) other
siren has been replaced twice since 1988 due to lightening strikes.

The City has budgeted $32,000 in 2004, for the replacement of two (2) sirens. There is
approximately $112,738 in the equipment replacement fund for warning sirens which is
the depreciable money from 11 sirens obtained in 1988. With the funding at current
costs, the City would be able to replace approximately seven (7) more sirens.

A sealed bid process will be followed for any anticipated purchases over $50,000.

Staff Recommendation:

Staff is recommending that four (4) additional sirens be purchased from the equipment
replacement fund to replace four (4) warning sirens that are currently not working to full
capacity. This would result in the City purchasing six (6) sirens for 2004 (two from
general fund budget and four from equipment replacement fund).

Staff also recommends that one (1) existing unit that is being replaced, be relocated to
improve the coverage area.

Council Action:

Motion to adopt Resolution 04-03-XXX to replace four (4) warning sirens from the
equipment replacement fund.

Reviewed by:

Police Chief
City Administrator
