We have read the deposition of Richard G. Gardner taken on <br />March 23, 1982; the "Report on the Study of the Local Government <br />Aid Formula" prepared by the Department of Revenue in December <br />1980; the League of Minnesota Cities Proposed New "Local Revenue <br />Base" Formula which was enacted in 1979; and the memorandum in <br />support of Defendants' motion for Summary Judgement dated <br />November 9, 1983. In addition, we have established a computer <br />data base containing various statistical data on 175 cities for the <br />years starting in 1977 through 1984. The sources of the data in <br />our data base are various Department of Revenue computer-generated <br />reports and the annual report of the State Auditor of Minnesota <br />entitled Revenues, Expenditures and Debt of the Cities in <br />Minnesota. The 175 cities we selected for inclusion in our data <br />base were those which were subject to the levy limitation in 1980 <br />and 1981. Accordingly, the conclusions I have reached and <br />reported herein relate to the effect of the aid allocation to <br />cities subject to the levy limitation. From this data base, we <br />have performed various analyses as to the local government aid that <br />was allocated to these cities under the formulas in effect for the <br />years 1980 through 1984. To date, we have spent approximately 580 <br />hours in our review and analysis of the local government aid <br />allocations for the years included in our study. <br /> <br /> <br />
