(a) A strong positive relationship exists between the <br />amount of LGA a city will receive in 1984, under 1983 legislation, <br />and the amoont of LGA a city received i,n 1979 under the "coonty pot" <br />distribution formula. Our statistical analysis indicates that the <br />correlation coefficient is 99.71% between these two aid years. <br /> <br /> (b) The most significant factor in determining LGA for a <br />levy limit city or town for the years 1980 tbrougb that estimated <br />for 1984 was not tax base, revenue base or fiscal need but rather <br />the amount of LGA received in the prior year.
