The preliminary state aid factor was relatively <br />unimportant as the basis for determining a levy limit city or town's <br />LGA increase allocation for 1980 and 1981 before the LGA <br />reduction. The 1981 allocation before the LGA redoction is also <br />the actual amount of LGA distributed for 1983. In 1982, <br />preliminary state aid factors were not used at all. For example, <br />in 1980, only thirteen cities oot of 174 in our study received their <br />LGA allocation on the basis of their preliminary state aid factor. <br />The total amount of LGA distriboted to these cities represented only <br />6.3% ($8,412,144 oot of $179,013,251) of the total LGA distributed <br />to the 174 cities in our study. In 1981, only twelve cities <br />received their LGA allocation on the basis of their preliminary <br />state aid factor. The total LGA distributed to these cities <br />represented only 3.9% ($7,757,621 out of $199,535,413) of the total <br />LGA allocated (before LGA reduction) to the 175 cities in our s~udy. <br /> <br />- 15 - <br /> <br /> <br />
