I I I Mr. Porupsky stated that trained dogs are valued at $5500 and the Minneapolis Police Department cannot afford to let them run out of control or lose %hem. Motion kS, Co~unissioner Hendricksen and seconed by Commissioner Deemer to recommen~ approval of the conditional use permit for a private kennel for Mr. Jeffrey Porupsky, contingent upon his entering into a conditional use permit agreement with the City. I I I ! Motion carried. Voting Yes: Chairman Peterson, Commissioners Kannen, Deemer, Zimmerman, Hendricksen and LaDue. Voting No: None. Absent: C~issioner Schneider. Chairman Peterson informed Mr. Porupsky that his request for conditional use permit will be on Council's agenda for December 22, 1983. Case %2: Flintwood Hills P.U.D.: Chairman Peterson stated that on Saturday, December 3, 1983, representatives of NDH, Flintwood I, P & Z and City Staff met to resolve some of the problem areas of Flintwood II proposed P.U.D. I I Mr. Carson stated that the residents of Flintwood I requested that the density proposed in Flintwood II Phase I be reduced, a natural screening be provided between Flintwood I and Flintwood II, and that all buildings be under a homeowners association. As a result, NDH has the following to offer: proposing 8 quads instead of 5 8-unit buildins in Phase I, units being bu/lt at entrance of project will be of the more expensive type. Mx. Ralph Hendrikson - 5460 140th Lane - Stated that the buildings should be more spread out than what is proposed. ~uld prefer 6.quads instead of 8. i I ! I I I Mx. Carson stated that it could be done if the tot lot was .deleted from the plans. Mr. Stan Data - 5510 140th Lane - Agreed with Mr. Hendrikson's suggestion for more open space and would also like to see more landscaping. Flintwood I and II should match as much as possible. The transition f~om Flintwood I to Flintwood II should be grad-a], the density lost in Phase I could be regained in Phase II. Mr. Date stated that Mr. Les Batman was unable to attend tonight's meeting and is requesting that P & Z consider not having a cul-de-sac feed into an MSA street and that he also prefers that Flintwood II he'developed as single dwellings. Mr. Data stated that Mr. John Lichter is also unable to attend tonight's meeting and requests that it be made known that he would personally be satisfied with developing quad-type units. Mr. Data stated that Susan Beale is unable to attend tonight's meeting and her view is that this PUD would bring sewer and water into the City and she doesn't understand why it has to be. Mr. Data stated as his own view that he wonders if this ~evelo~entwill be able to pay it's own way. Will ~ find ourselves in the same situation that Shor~wood currently is in? Commissioner Deemer stated that he has researched the Shorewood situation and Shorewood's original intent was to have a lot more density in the sewered area and for some reason their zoning and develol~ment did not occur. P~m~ey's intent is to not overbuild the sytem.
