Under
the bill, the Office of Revenue Sharing expects to make the first payment
January 9, 1984. The "statement of assurances" formawere sent to cities the
week of How. 28. City officials should make sure the statement of assurances
is signed and returned to the Office of Revenue Sharing so that the city
receives the Jan. 9 payment.

The bill extends revenue sharing through Sept. 30, 1986. There is no increase
in funding, and the /ormula was not changed. The requirement for the proposed
use hearing was eliminated. At least one budget hearing must still be held,
however. Cities receiving more than $100,000 ~st now be audited annually;
cities receiving $25,000-$100,000 must be audited at least every three years.
Special provisions are included in the bill for cities whose allocations are
reduced more than 20% as a result of decreased tax collections stemming from
the closing of places of employment.
