DATE BOARD OF COUNTY COMMISSIONERS Anoka County, Mlnn®sota 12/13/83 RESOLUTION NO. 83-114 OFFERED BY COMMISSIONER Haas im m AMENDMENT TO RESOLUTION #82-47 AUTHORIZATION FOR AMENDED LANDFILL INVENTORY SUBMITTAL TO METROPOLITAN COUNCIL WHEREAS, in accordance with Minnesota Statutes, Chapter 473.803, Subdivision 1.a., each metr~poliltan county is required by r~solution to submit an inventory of proposed landfiil si'tes, once revieved by-the Minnesota Pollution Control Agency (MPCA~, to the Metropolitan Council for further r~view prior to si'to implenmntation; and, WHEREAS, on December 8, 1981, the Anoka County Board of Con~issioners adopted Resolution #81-112 in which the Anoka County Landfill Inventory, c~posed of sites D, E, P and Q, were submitted to the Metropolitan Council for review; and, m m m m m m m m m m ! WHEREAS, on July 6, 1982, the Anoka County Board of Con~issioners adopted Resolution #82-37 in which the delineation of sites D, P, and Q of the inventory v~re amended in orde, to mi'nimize potential hardship to landovmers caused by the nmratorium i~osed pursuant to Minnesota Statutes, Chapter 473.803, Subdivision 1.a., to red:ce the expenditure of public funds, and to confo~n~re closely-with site delineations submitted to the MPCA; and, WHEREAS, on August 24, 1982, th~ Anoka County Board of C~issioners adopted Resolution #82-47 which further anmnded the delineation of Site P in the inventory in accordance with the Metmpolitan Council to r~fra~'n from the purchase of land wi'th mi'nilnal Cutum landfill capability and with potential for excessive liabt'lity and to conform to the geographic area considered at the Counciq's pub-liFc hearing; and, ~EREAS, Site P i's located in the area of the Ci:ty-of Ramsey which is zoned urban-industrial; and, ~HEREAS, the City of Ramsey has expressed a substantial concern about the configuration of Site P as-i't impacts its future tax base and industrial developmmnt; and, WHEREAS, the City of Ra~ey has-adopted Resolution ~83-206 proposing an alternate configuration for Site P; and, ~EREAS, i't appears f~q)m the most recent draft Co.mpensation and Mitigation Report from the Compensation and Mi'tigation SubCon~nittee of the Metmpolitan Council that the impact of a landfill site in an industrially zoned area of a city is not fully consi'de~ed; and, WHEREAS, three families li'vin[ adjacent to Site P have requested that their property be included i'n the proposed buffer area of Site P; and,
