DATE <br /> <br />BOARD OF COUNTY COMMISSIONERS <br /> Anoka County, Mlnn®sota <br /> <br />12/13/83 RESOLUTION NO. 83-114 <br /> <br />OFFERED BY COMMISSIONER Haas <br /> <br />im <br /> <br />m <br /> <br /> AMENDMENT TO RESOLUTION #82-47 <br />AUTHORIZATION FOR AMENDED LANDFILL <br />INVENTORY SUBMITTAL TO METROPOLITAN COUNCIL <br /> <br /> WHEREAS, in accordance with Minnesota Statutes, Chapter 473.803, <br />Subdivision 1.a., each metr~poliltan county is required by r~solution to <br />submit an inventory of proposed landfiil si'tes, once revieved by-the <br />Minnesota Pollution Control Agency (MPCA~, to the Metropolitan Council <br />for further r~view prior to si'to implenmntation; and, <br /> <br /> WHEREAS, on December 8, 1981, the Anoka County Board of Con~issioners <br />adopted Resolution #81-112 in which the Anoka County Landfill Inventory, <br />c~posed of sites D, E, P and Q, were submitted to the Metropolitan <br />Council for review; and, <br /> <br />m <br />m <br />m <br />m <br />m <br />m <br />m <br />m <br /> m <br /> m <br /> ! <br /> <br /> WHEREAS, on July 6, 1982, the Anoka County Board of Con~issioners <br />adopted Resolution #82-37 in which the delineation of sites D, P, and Q <br />of the inventory v~re amended in orde, to mi'nimize potential hardship to <br />landovmers caused by the nmratorium i~osed pursuant to Minnesota Statutes, <br />Chapter 473.803, Subdivision 1.a., to red:ce the expenditure of public <br />funds, and to confo~n~re closely-with site delineations submitted to <br />the MPCA; and, <br /> <br /> WHEREAS, on August 24, 1982, th~ Anoka County Board of C~issioners <br />adopted Resolution #82-47 which further anmnded the delineation of Site <br />P in the inventory in accordance with the Metmpolitan Council to r~fra~'n <br />from the purchase of land wi'th mi'nilnal Cutum landfill capability and <br />with potential for excessive liabt'lity and to conform to the geographic <br />area considered at the Counciq's pub-liFc hearing; and, <br /> <br /> ~EREAS, Site P i's located in the area of the Ci:ty-of Ramsey which <br />is zoned urban-industrial; and, <br /> <br /> ~HEREAS, the City of Ramsey has expressed a substantial concern <br />about the configuration of Site P as-i't impacts its future tax base and <br />industrial developmmnt; and, <br /> <br /> WHEREAS, the City of Ra~ey has-adopted Resolution ~83-206 proposing <br />an alternate configuration for Site P; and, <br /> <br /> ~EREAS, i't appears f~q)m the most recent draft Co.mpensation and <br />Mitigation Report from the Compensation and Mi'tigation SubCon~nittee of <br />the Metmpolitan Council that the impact of a landfill site in an <br />industrially zoned area of a city is not fully consi'de~ed; and, <br /> <br /> WHEREAS, three families li'vin[ adjacent to Site P have requested <br />that their property be included i'n the proposed buffer area of Site P; <br />and, <br /> <br /> <br />
