In the past many public
safety agencies utilized various levels of training and a variety of instructional
methods. It is felt the course that best meets the needs of the First Responder
is the 40 hour First Responder Course. The 40 hour class is a recognized certif-
ication level by the State of Minnesota and the National Highway Traffic Safety
Administration. The certification period is for two years, and the refresher course
is 18 hours. It is the contention of Health Central EMS, that the first responders
provide a vital role in eliminating further injury' and administering life saving
procedures, and should have available to them the needed training.

In support of this concept, Health Central EMS has instituted an annual, no charge,
First Responder course and refresher for all those public.safety agencies that
work within Health Central ambulance's primary service area. The course will be
taught by Health Central EMS paramedics and physicians from the metropolitan area,
whose expertise lies within the field of emergency care. This class will offer those
departments attending the opportunity to learn or refresh their medical skills in an
environment of mutual cooperation of surrounding public safety departments and the
area's designated paramedic ambulance service.

I
I
I
I
I
I

Rod Pieper, ~
Executive Director
HEALTH CENTRAL EMS

By learning together in the classroom, working together in the field should be
enhanced. Perhaps the following year we may be able to accept other city or
county personnel who are not actually involved in First ~esponder duties.
Health Central EMS feel this first annual training course is a]
communities we serve and assist in meeting one of their needs.~'
Sincerely, t

RP/ng

We at

~ineer
Council sentcc.,-:,..~ .....

{Piease rea~ ~:;,j i;;i
