G-OlO/GR-83-333 North Central Public Service Co. for Authority to Increase Rates NOTICE OF AND ORDER for Gas Utility Service in FOR HEARING Minnesota. FINDINGS AND CONCLUSIONS I. ~IURISDICTION. The Minnesota Public Utilities Commission (the Commission) finds that a hearing is necessary in the above-entitled matter to d6termine the reasonableness of certain rate increases proposed by North Central Public Service Co. (North Central or the Company). The Commission is authorized to conduct such a hearing by M. S, § 2168.16. II. PROPOSED P.~TES. The Com(~any serves its Minnesota jurisdictional areas with two separate gas distribution syst~ns: the Northern system and the Midwestern system. The rates proposed by North Central would generate an additional $2,107,427 of annual revenues in Minnesota, composed of increases of $2,078,606 on the Northern system and $28,32I on the Midwestern system. A copy is also available for public inspection at the Company's office at 1930 Coon Rapids Boulevard, Coon Rapids, MN 55433. The Commission has suspended the rate schedule filed by the Company pending the hearin9 ordered herein. The Commission has also directed the Company to place an interim rate increase of $1,215,274, or ~.0154 per ~cf on the Northern System and $12,042, or ).0084 per Hcf on the MtOwestern system into effect ~eginning August 15, )983. The interim rates are subject to refund if the Commission ultimately orders a lesser increase. III. PROCEDUP~AL OUTLINE. The hearing on the petition will De conducted by a Hearing Examiner appointed by the Chief Hearing Examiner of the State of Minnesota and will De held in compliance with the applicable laws relating to the Public Utilities Commission (M.S. Chapters 216, 216A, and 2)6B), the Administrative Procedure Act (M.S. §§ 14.57-14.62), the Rules of the Office of Administrative Hearings (9 MCAR §§ 2o201-2.222) -1-
