The measure was then sent to the House on June 16, where it was referred to the House Committee on Energy and Co~erce. Ramsey City Council Resolution 83-152 correctly points out the major contradiction in this legislation. That is, the bill declares that competition is a more effective regulator than government of communications services, and at the same time it would move regulation of cable systems to the federal level from the local level - the most competitive arena in services and awards. I plan to follow closely the Energy and Commerce Committies deliberations on this matter. Your input is most appreciated and will be most helpful in that regard.
