Based on five tests <br />taken on the project, only two meet that requirement. <br /> <br />In addition, the gradation on bituminous mixture did not meet the specifications <br />for a 2341 Plant Mixed Bituminous Mixture. Mr. Omann, in his letter of August 29, <br />1983, indicated that the gradation of the mixture met specifications. However, <br />he was comparing the mixture with a 2351 Asphaltic Concrete Surface used for <br />airports. <br /> <br />In lieu of seal coating the streets as previously recon~ended to compensate for <br />the inferior bituminous mixture, the City may accept a maintenance bond over a <br />four-year period of time. This would guarantee against breakage and the need <br />for seal coating prior to. the City's five year schedule. <br /> <br />An inspection of the streets revealed that-breakage on the east side of Dysprosium <br />Street Northwest in front of Lot 2, Block 6 has occurred.
