I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

TO: City Administrator
FROM: Building Official
RE: Site Plan Review for S. J. Groves and Sons Company
DATE: September 20, 1983

I have reviewed the above referenced site plan and found that it
is in compliance with what Mr. Gair of Gair and Associates indicated
they would be providing us. I have also viewed the site, and as
previously discussed, the natural ground elevations will provide
screening for a good portion of the materials. The equipment that
will be visible will be the semi-trailers. However, proper placement
of those trailers will provide screening for some of the other
equipment.

Attached please find Section 170o013D(3) of our ordinance which
specifies the permitted uses for I-l, Industrial, zoning. Please
note that supply yards and trucking terminals are both permitted
uses. It is my opinion that the request of S. J. Groves and Sons
Company constituted a combination of the two.

Inasmuch as no buildings are proposed at this time, the other elements
of the site and design ordinance, in my opinion, are not applicable.
Therefore, it would be my recommendation that this request be approved
contingent upon their entering into a development contract with the
City. (See contract for recommended restrictions.)

': pjc
