I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> <br />PROCEEDINGS OF THE <br />PERSO~iEL COMMITTEE <br />CITY OF RANSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />A Personnel Committee meeting was held on Wednesday, September 7, 1983 at <br />the Ramsey Municipal Center, 15153 Nowthen Blvd. NW, Ramsey, Minnesota 55303. <br /> <br />Members Present: Councilman A1 Sorteberg <br /> Councilman Gary Reimann <br /> <br />Also Present: City Administrator Lloyd Schnelle <br /> Public Works Superintendent Merle Mevissen <br /> Chief of Police Mike Auspos <br /> Building O~ficial Clayton Berg <br /> <br />The meeting was called to order at 7:35 a.m. <br /> <br />City Administrator Schnelle outlined the proposed salary increases for City <br />employees for 1984, noting that there is a proposed change for Arlene Stafford. <br />He stated that she is presently in the position of Clerical IV and that she <br />spends the majority of her time in the Police Department performing duties~. <br />beyond that required in Clerical IV. She relieves the police officers of~ <br />office calls so that they may be on patrol and inputs informatio;n on the <br />computer. She has been doing all of this and more in the past and has proven <br />herself to be a very capable employee. The Chief of Police and City <br />Administrator feel that she is performing at the level of Clerical V and would <br />recommend she be promoted to this position. <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> 1 <br /> <br />City Administrator Schnelle further stated that the issue of health insurance <br />was inadvertantly left off the agenda. City Staff foresees health insurance <br />cos. ts to substantially increase and would recommend a 10 to 15% increase of <br />the City share pe[ employee. He pointed out that this would also affect othgr <br />individuals benefiting from the City's health insurance. <br /> <br />City Administrator Schnelle went on to explain the issues of sick leave and <br />compensatory time. He stated that City Ordinance currently provides for a <br />maximum accrual of 100 days of sick leave. This leaves no incentive provision <br />for employees not to use it. In the Metro Area, the policy has been to <br />establish an incentive to not use sick leave, as this costs the City money. <br />We at the City of Ramsey would feel this more than a city with a larger staff, <br />as the~ would be better able to adjust .their workload accordingly. Here, <br />we need everyone at work to meet our goals. At present, there is no one who <br />abuses their sick leave, however, we feel that the City's sick time policy <br />should be changed in accordance with enclosure (1) of these minutes to create <br />'an incentive for City employees not to use their sick leave. <br /> <br />Compensatory time - City Administrator Schnelle stated that the Police. <br />Department pays overtime for anything over an eight hour shift. The Street <br />Department was given a choice and so far has elected to earn time and one <br />half for anything over 40 hours per week. He pointed out that the majority <br />of comp time for office personnel ~is acquired as a result of the many meetings <br />attended. Thus, comp time has saved the City a lot of money.
