I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Councilmember Van Wagner noted that Ramsey's budget proposes to spend money <br />on an airport that does not benefit everyone in the City. <br /> <br />Mr. Hadley stated that the community school program benefits Ramsey -- that <br />out of city participants of the program are impressed by what Ramsey has to <br />offer. <br /> <br />Councilmember Reimann stated that the community school program is an extra <br />and it should pay for itself. <br /> <br />Case ~12: Minnesota Waste Management Board: <br /> <br />Councilmember Schlueter stated that she has been appointed to the Processing <br />Area Task Force for Waste Management having to do with cities who are on the <br />list of preferred site areas. <br /> <br />Councilmember Schlueter requested from the other Councilmembers their input <br />regarding C~apter 10 of the Draft ~azardous Waste Management Report dated <br />August 1, 1983 and the Report on Mitigation and Compensation dated Feb~,a~y <br />15, 1983. Councilmember Schlueter stated that she would like Council's input <br />by September 20, 1983, she will then prepare a draft from that input for <br />Council's review on September 27, 1983 , and that draft will be sul~nitted <br />as Ramsey's input at a meeting scheduled for September 29, 1983 dealing with <br />Chapter 10 and Compensation and Mitigation. <br /> <br />I <br />I <br />I <br />I <br /> <br />Case #13: Council Review Of The 1984 Proposed Annual C~erational Budget: <br /> <br />Councilmember Van Wagner stated that she and City Accountant Moen'attended <br />a levy limits seminar an~met~0~ availabl~~tolci~i~s~for~financi.~g~certain <br />item's were discussed. One of the methods is a certificate of indebtedness, <br />A statutory city is allowed to borrow up to 1% over it's assessed'valuation <br />and a charter city is allowed to borrow up to 1/10% ove~ it's assessed <br />valuation. Councilmember Van Wagner stated that if Ramsey were a charter <br />city, Bamsey would not be able to go to a computer system at this time without <br />going to a special vote of the people. Ramsey has been geared'to go to a <br />computer system in order to keep the required amount of personnel to a <br />minimum. <br /> <br />Dick Sieber - Stated that he was of the understanding that a charter could <br />set the percentage limit for a certificate of indebtedness and if that is <br />not true, then someone should approach the Charter Commission with this <br />information. <br /> <br />Mr. Schnelle stated that when the finance portion of the Charter is written, <br />this issue can be covered at that time. <br /> <br />Mr. Sieber suggested that this issue be brought up at the Charter'public <br />hearing scheduled for September 28, !983. <br /> <br />Mr. Schnelle stated that finance is too involved to be discussed at a public <br />hearing, that when the finance portion of the charter is being written, the <br />Commission should invite input from persons who have expertise in the'area <br />of financing in order to be sure that the charter does not take away the <br />City's competitiveness. <br /> <br />Sp C/September 13,' !983' <br /> Page 13 of 15 <br /> <br /> <br />
