I I I I I I I I I I i I I I I I I Motion by Commissioner Schneider and seconded by Commissioner Deemer to table this case until the special meeting of Planning and Zoning scheduled for September 20, 1983 or the regular meeting of Planning and Zoning scheduled for October 4, 1983. Motion carried. Voting Yes: Chairman Peterson, Con~issioners Kennen, Deemer, Zimmerman, LaDue and Schneider. Voting No: None. Absent: Commissioner Isakson. Case #4: Metes And Bounds Subdivision; Outlot B Of Countryside Estates: Motion by commissioner Schneider and seconded by Commissioner LaDue to grant a variances for a metes and bounds subdivision of Outlot B in countryside Estates. Further, that the north 320 feet of Out_lot B shall be declared a buildable lot, by resolution, and that the City shall paz~icipate in an equitable share of the delinquent taxes. Motion carried. Voting Yes: Commissioners Schneider, !~Due, Kennen, Deemer and Zimmerman. Voting No: Chairman Peterson (Stated that he feels the City should require platting). Absent: Commissioner Isakson. Case #5: Capital I~rovement Budgeting: Mr. Schnelle presented copies of the capital improvement budgets for sanitary sewer, water and strom drainage. Case #7: Metro Council 1984 Work Pro~ram Budget: The Planning and Zoning Commission noted the Metro Council 1984 Work Program Budget. Mr. Schnelle stated that Metro Council should recognize the need to adopt a variance procedure and set up requirements for grant funds for parks whereby cities like Ramsey would qualify. Currently, grant funds are restricted to parks located in an urban area and Ramsey's Central Park (which will serve 10,000 people) does not qualify for funding because it is located in a rural area. Motion by Commissioner Zimmerman to send a letter to Metro council Chairman Gerald Isaacs requesting that the policy regarding grant funds for parks be ~mendedmaking Ramsey eligible for these grants. Commissioner Deemer seconded the motion. Further Discussion: Mr. Schnelle stated that Ramsey should also request that the Metro council set up funds to assist cities in the administration of _mandated programs. Commissioner Zjmmerman amended his motion to include Mr. Schnelle's recommendation. Commissioner Deemer seconded the amendment to the motion. Further Discussion: Commissioner Deemer stated that Metro Council should also be requested to work with FHA to relax their requirements for sanitary sewer in cities that have a Comprehensive Plan.
