I
I

COMMISSION BUSINESS

Case #2: Airport Commission's Tasks As Assigned By The City Council:

I
I

Chairman Ippel noted that the next meeting of the Commission will be held at
Gateway North Airport. Engineers will be present at that meeting with a
presentation regarding necessary zoning changes and areas affected.
Chairman Ippel stated that these proposed zoning changes should be reviewed
by the Planning and Zoning Commission and Economic Development Commission
should provide economic expertise.

I
I
I
I

Commissioner Greenber9 submitted copy of a letter dated February 17, 1983
from Hakanson/Anderson Engineering to Mayor Gamec regarding a Proposal To
Prepare A Preliminary Study To Upgrade The Ramsey Airport at a cost not to
exceed $3300.

Commissioner Sieber stated that he is not in favor of spending $3300 and
possibly come to the conclusion that the airport is not feasible. The
engineering firm should be able to provide a realistic estimate as to costs
and then a decision could be made whether or not to proceed with the project.

Commissioner Greenber§ stated that the Department of Transportation has
funding available that would cover a major portion of this study cost.

I
I

Commissioner Sieber stated that if the decision is made to order the study,
government funding could not be obtained and the City has to pick up that
unplanned $3300 -- where would it come from.

Commissioner Moen stated that these kinds of things are typically taken from
the Council 'Sinking Fund and there is about $5000 in that fund now.

Commissioner Sieber suggested that Council be requested to make application
for such funding and order the study if and when that funding is approved.

I
I
I
I
I
I
I
I

Chairman Ippel stated that he feels Council is looking for more affirmative
action from this Commission in the way of a definite request to order the
study.

Motion by Commissioner Greenberg and seconded by Commissioner Sieber to request
City Council make application only to the Mn/Dot for funds to prepare a
Preliminary Study To Upgrade The Ramsey Airport.

Motion carried. Voting Yes: Chairman Ippel, Commissioners Greenberg, Morrow,
Siebert, Donovan, Patz, Sieber and Moen. Voting No: None. Absent:
Commissioner Soderholm.

Commission consensus is to form an Economic Subcommitte to research the
economic benefits of a municipal airport and further that Commissioner
Soderholm will serve as Chairman of this subcommittee.

Motion by Commissioner Siebert and seconded by Commissioner Donovan to appoint
Commissioner Soderholm as Chairman of the Economic Subcommittee, contingent
up Commissioner Soderholm accepting the appointment. Further, to appoint
Commissioners Morrow and Patz to the Economic Subcommittee.

Motion carried.
